(全文) 빈센트 브룩스 전 한미연합사령관 합참지 기고문

지난 8일을 끝으로 주한미군사령관의 직무를 마친 빈센트 브룩스 대장은 이날 경기 평택 주한미군 기지 ‘캠프 험프리스’ 대연병장에서 열린 이·취임식을 마쳤다. 2016년 4월 사상 첫 흑인 주한미군사령관으로 부임했던 브룩스 대장은 우리말로 ‘애국가’를 4절까지 부를 줄 알 만큼 한국을 사랑하는 인물이다.

아래는 빈센트 브룩스 한미연합군사령관이 계간 ‘합참’誌 제77호 (2018년 가을호)에 특별기획으로 게재한 내용이다.

(全文) 빈센트 브룩스 전 한미연합사령관 합참지 기고문

유엔군사령관 겸 한미연합사 사령관,그리고 주한미군 사령관으로 부임 후 2년 반 동안의 임기를 마무리하며,이러한 역할을 수행하라는 소명을 받 아들였던 이유를 다시 되새겨봅니다.

As my time comes to a close after two and a half years as the Commanding General of the United Nations Command, Combined Forces Command, and United States Forces Korea, I am reminded of why I accepted the call to serve in these roles.

그것은 바로 한미동맹이 동북아의 평화와 안보 유지에 매우 중요하며, 한미 양국의 공동안보와 경제적 번영에 기여하고 있다는 것입니다. 오늘 우리는 제가 처음 한국에 부임했을 때와는 아주 다른 상황에 놓여 있음을 주지해야 합니다.

The Alliance between the Republic of Korea and United States is critically important to maintaining peace and security in Northeast Asia and contributes to the shared security and economic prosperity of our two nations.

가시적인 변화는 2018년 평창 동계올림픽과 함께 시작되었습니다. 평창올림픽은 봄으로 향하는 겨울의 해빙이 되었고, 대북 관계가 새로운 계절을 맞게 되었다는 조짐을 보여준 중요한 첫 신호였습니다.

Visible manifestation of this began with the 2018 Olympic Winter Games in Pyeongchang. The games served as the prelude of the thawing of winter into spring and were the first significant sign of the green shoots marking a new season of relations with the North.

저의 임기 초반 19개월 동안 북한은 2번의 핵실험을 포함하여 53차례 도발을 감행했습니다. 그러나 2018년 가을로 들어서며 현재까지 300일이 넘도록 북한의 도발이 없었습니다.

Within my first 19 months of command, there were 53 separate provocations by the North, including two nuclear tests. As we enter the fall of 2018, it has been over 300 days since the last incident and response.

수년간의 긴장 국면 후, 적대 상황의 최종 해소와 비핵화를 통한 평화 전망이 바로 현실로 다가오고 있습니다.

After years of tensions, the prospects for peace through final resolution to hostilities combined with denuclearizing are very real.

트럼프 대통령과 문재인 대통령이 북한 김정은 위원장과의 합의점을 모색해 나감에 따라 오래된 가정에 대한 의문이 제기되고 있으며, 우리는 새롭고 혁신적인 사고를 해야 합니다.

As President Trump and President Moon work to find common ground with Chairman Kim, old assumptions are being called into question and we are required to think in new and innovative ways.

남산의 소나무 같이 뿌리 깊은 한미동맹

현재 동맹으로서의 한미 양국 관계와, 한미가 각각 북한과 구축해 나가고 있는 관계 모두에게 있어 매우 중대한 시기가 도래했다고 생각합니다.

South Korea and the United States are at a historic juncture in our relationship as allies and in the relationships we build with North Korea.

이러한 3국 관계 발전의 중심에는 바로 현재 새로운 길을 적극적으로 모색해 나가고 있는 3국 정상들간의 신뢰 구축이 자리잡고 있습니다. 이처럼 역동적인 변화를 앞에 두고 한미동맹은 대한민국의 자력과 의지의 산 증표로서 철통같이 굳건합니다. 또한 한미동맹은 평화로 향하는 길이 성공을 거두는 데 있어서 매우 중요한 부분을 차지하고 있습니다.

At its core, this triangulation is predicated upon trust-building between our senior-most officials, who are actively chartering a new way forward. In the face of this changing dynamic, the Alliance remains ironclad as the enduring expression of our shared commitment to ensure the Republic of Korea remains free, secure, and prosperous and is an important part of success on the road to peace.

전쟁의 도가니 속에서 맺어진 한미동맹은 지난 68년 넘게 지속되어 왔습니다. 남산의 소나무와 같이 우리의 뿌리는 깊고 강력합니다. 수 많은 애국자들이 흘린 피로부터 양분을 공급받은 우리의 뿌리가 강력히 지탱해 주기에 우리는 계절의 변화가 가져오는 어려움을 극복해 나가는 가운데 지속적으로 성장하고 번영할 수 있습니다.

Forged in the cauldron of war, the Alliance has endured for over 68 years. Like the evergreens of Namsan, our roots are deep and strong. It is because of the anchor our roots provide, nourished by the blood of patriots, we can withstand the hardship of the seasons while continuing to grow and flourish.

저는 사령관으로 근무한 기간 동안 우리가 함께 당면한 수많은 도전을 겪으면서 우리 동맹의 강력한 힘을 직접 두 눈으로 목격했습니다. 이에 대한 일말의 의심을 가지신 분들께서 계신다면 저는 한미 양국의 동맹에 대한 헌신과 의지는 한미 연합 조치와 자원 할당, 그리고 정치적 의지를 통해 측정할 수 있다고 말씀드리고 싶습니다.

I know the strength of the Alliance because I have witnessed it firsthand throughout my tenure as Commander and across the many challenges we faced together during that time. For those who dare doubt, I assert that the commitment of both nations to the Alliance may be measured in combined action, resourcing, and political will.

긴장이 고조되어 어려운 시기였던 2017년, 한미동맹은 잇따른 북한의 도발과 맞서 전 영역에서 기강 잡힌 연합 군사적 대응 조치를 수행함으로써 오늘의 대한민국은 1950년의 대한민국이 아니며 한미동맹은 절대 흔들리지 않을 것이라는 명확한 메시지를 전달하였습니다.

While tensions escalated throughout the difficult days of 2017, the Alliance responded to each successive North Korean provocation with a series of combined, disciplined, and full-spectrum military actions that communicated a clear, unequivocal signal - this is not the South Korea of 1950, and the Alliance will not falter.

이 메시지는 한미동맹의 지속적인 지지와 강화에 대한 양국의 확신과 함께 거듭 부연되어 왔습니다. 일례로 미국 정부는 2019년 회계연도에서 국방예산을 대폭 증액했습니다. 추가 자원은 군사시스템 재건 및 강화, 해군력 활성화 및 미사일 방어를 위한 주요 투자에 일조할 것입니다.

This message has been amplified with conviction by both nations toward ongoing support and strengthening of the Alliance. The United States Government has approved a significant increase in military spending for fiscal year 2019. Additional resources will contribute to necessary recapitalization, the reinvigoration of our naval forces, and key investments toward missile defense.

대한민국 정부 또한 한국군의 현대화와 개혁 및 미사일 방어체계 향상을 목표로 군비 지출을 확대해 왔습니다. 문재인 대통령의 2019년 국방예산은 미국과 동맹국들이 기준으로 설정한 GDP의 2%를 훨씬 상회하며, 대한민국의 의지를 여실히 보여주고 있습니다. 실제로, 미국의 동맹국 중 자국방어를 위한 투자에 한국만큼 확고한 의지를 보여주는 국가는 없습니다.

The Republic of Korea Government has also committed to significant spending increase targeting modernization, reform, and improved missile defense. President Moon’s 2019 defense budget is notable because it further demonstrates the Republic of Korea’s commitment to spending well above the 2% of GDP the U.S. and its allies have set as the common benchmark. Infact, there is no ally of the United States so committed to investing in their own defense as the Republic of Korea.

한미 양국은 또한 위협과 도발에 대응하는 확고한 한미동맹 보장에 필요한 정치적 의지를 천명해 왔습니다. 더불어 국제사회는 북한에 대한 기존의 제재를 상당 수준 강화하고 권한을 확대했습니다. 그 결과로 가능했던 최대 압박 캠페인은 2018년 진행 중인 외교적 노력의 토대로 작용하고 있습니다.

Both nations have also demonstrated the political will necessary to ensuring the Alliance stands firm against threat and provocation. Additionally, the international community significantly increased and empowered the existing sanctions regime against North Korea. The resulting maximum pressure campaign has acted as the foundation for the diplomatic efforts under way in 2018.

성공적인 억제는 정치적 결의와 확고한 군사대비태세, 그리고 필요시 절제된 군사역량의 현시를 통해 구현됩니다. 한미 양국은 투지와 행동 그리고 외교적 노력에 대한 통일된 지지를 통해 이러한 억제 정책에 함께 전념해 왔습니다. 우리는 의미 있는 대화를 위한 빗장을 성공적으로 열었으며, 현재 안보를 저해하지 않는 가운데 평화의 길을 추구하기 위해 노력하고 있습니다.

Successful deterrence is realized through political resolve, unwavering readiness, and, when necessary, disciplined demonstrations of capability. Together, our nations have committed to that deterrence through capital investments, combined actions, and in unified support for the work of diplomacy. We have successfully unlocked the door for meaningful dialogue and are committed to pursuing the course of peace without compromising security.

새 시대의 변화를 주도하는 한미동맹

오늘 우리는 한국의 새 시대를 여는 기로에 서 있습니다. 앞으로 당면하게 될 작전환경은 지난 수년 간 우리가 겪어온 환경과 많은 차이가 있을 것입니다.

Today, we stand on the precipice of a new era for Korea, one in which the operating environment will have substantially changed from that which we’ve known for many years.

본 변화와 관련하여 우리 동맹에게 다음 세 가지 선택이 주어진다고 생각합니다. 현상의 수렁에 빠져 변화의 기회를 놓치는 것, 변화를 수용하는 것, 변화를 주도하는 것입니다. 변화를 주도하는 것은 현 시점을 넘어선 곳까지 바라보며 우리의 잠재적 미래를 마음 속에 그려보려는 의지를 필요로 합니다. 아울러 이러한 변화가 충분한 기회를 제공해줄 수 있을 것으로 판단한다면 우리는 어느 정도 위험을 감수하기 위한 의지를 가져야 합니다. 변화는 확실성을 가진 반면 우리의 대응은 하나의 선택을 나타낸다는 것을 우리는 인지해야 합니다. 현재 우리 동맹은 변화를 주도해 나가고 있으며 앞으로도 지속 주도해 나갈 것이라 자신합니다.

I believe the Alliance has three choices concerning this change: to remain mired in the status quo and so miss the change as it happens around us; to embrace the change; or, to lead the change. Leading requires a willingness to look beyond this moment and envision our possible future. We must be willing to take risk when it is sufficiently wedded to opportunity. We must acknowledge that change is a certainty, but our response represents a choice. Presently, the Alliance is leading and I’m confident it will continue to do so.

앞서 언급했듯이, 저는 주한미군 선임장교로서 한미동맹의 성공과 미래에 아주 중요한 3가지 직책을 수행하고 있습니다. 주한미군 사령관과 유엔군 사령관의 직책은 제가 한국에서 근무하는 동안 자랑스럽게 수행해온 이 3가지 직책의 일부이며, 향후 외교적 과정에 있어서도 동일하게 중요한 부분을 차지하고 있습니다.

As I previously stated, I serve three roles as the Senior United States Military Officer Assigned to Korea, each of them critical to the Alliance’s success and future. United States Force Korea and the United Nations Command represent two of the three hats I have proudly worn during my time in Korea, and are equally important to the diplomatic process going forward.

주한미군은 한국 방어에 대한 미국의 지속적인 헌신을 보여주는 살아 있는 증거입니다. 저는 이 역사적인 시기에 헌신적인 군인들과 함께 훌륭한동맹국을 지키기 위해 오랜 역사를 지닌 이 나라 한국에서 복무할 기회가 주어진 주한미군 전 인원들과 이 자부심을 같이하고 있습니다.

United States Forces Korea is the living proof of the United States’ continued commitment to the defense of South Korea. I share the pride of all USFK members who have had the opportunity to serve in this ancient land at a historic time, alongside dedicated military professionals, and in defense of an exemplary ally.

앞으로도 군인을 비롯한 전 인원들은 계속해서 함께 훈련하고, 가일층 더불어 살아갈 것이며, 우리의 자랑스럽고 다채로운 역사의 다음 단계로 한미동맹을 전환해 나가는 노력을 경주할 것입니다.

Going forward, our service members and civilians will continue to train together, will increasingly live together, and will advance the work of transitioning the Alliance to the next phase of our proud and storied history.

판문점선언의 군사분야 신뢰구축 방안 미국의 지지와 동의, 유엔사지원

과거 전투를 수행했던 유엔군사령부는 이제 국제사회의 약속이 구현되는 장소이자 정전협정의 집행자, 그리고 현재 진행 중인 외교 노력을 가능 케 하는 역할을 하고 있습니다. 유엔군사령부는 항상 협상과 외교적 노력을 지지해 왔으며, 3차례의 남북한 정상회담을 통해 마련된 동력과 긴장완화에 없어서는 안될 요소임을 입증했습니다.

The United Nations Command, once the warfighter, is now the home for international commitments, the enforcer of the Armistice Agreement, and the enabler of the ongoing diplomatic efforts. The UNC has always stood in support of negotiation and diplomacy and has proven invaluable to the momentum and tension reduction measures developed through the three Inter-Korean summits.

현재 역사적인 판문점선언에 담긴 군사분야의 신뢰 구축 방안들은 미국의 지지와 동의, 그리고 유엔군사령부의 직접적이고 이를 지원하는 조치들과 함께 진행되고 있습니다.

Today, confidence building measures specified in the Historic Panmunjom Declaration in the Military Domain are underway with the support and agreement of the United States and the direct, enabling actions of the United Nations Command.

이러한 신뢰구축 방안은 공동경비구역과 비무장지대 일부 구역에서의 지뢰제거와 전사자 유해발굴 및 송환계획을 포함하고 있습니다.

These confidence building measures include the demining of the Joint Security Area and other sections of the Demilitarized Zone and plans for the next phase of recovery and repatriation of the fallen.

지뢰제거 작업은 한국과 북한의 공병부대 병력이 투입되어 이뤄지고 있으며, 향후 진행될 협상과 양국이 희망하는 관광분야 확대를 목적으로 공동경비구역을 보다 안전하고 안정적인 장소로 만들기 위해 진행되고 있습니다. 또한, 비무장지대 일대에서의 지뢰 제거는 이후 진행될 남북공동 유해발굴작업을 위한 사전 조치입니다.

Demining operations by engineers from the South and North are ongoing and are working to make the Joint Security Area a safer and more stable place for both future negotiations and the increased tourism desired by both nations. Additionally, demining operations in other areas sets the conditions for recovery operations to follow.

이러한 일련의 조치들은 앞으로 항구적이고 안정적인 평화로 가는 다음 단계에 반드시 필요한 신뢰구축을 위한 긍정적인 조치와 작업에 대한 공동의 노력을 보여주고 있습니다.

Together, these activities demonstrate a shared commitment to positive action and work to develop the trust essential to the next steps along the road to a lasting and stable peace.

맺음말

저는 현재 우리의 상황에 고무되어 있지만, 앞으로 우리 앞에 놓인 과제가 만만치 않다는 것 또한 분명히 인식하고 있습니다. 그러나 저는 결국 동주공제(同舟共濟)의 정신이 승리하리라 믿고 있습니다.

I am encouraged by where we are today, but it is clear to me that we have hard work ahead. I am confident the spirit of Dong-Ju-Gong-Jae(동주공제) will prevail.

바로 한국인들과 미국인들이 이 여정을 함께하고 있기 때문입니다.

Koreans and Americans are on this journey together.

우리의 한미동맹은 철통같이 굳건하며 오늘날 이루어지고 있는 일들을 넘어 미래에도 지속될 것입니다. 미국, 그리고 저는 개인적으로 한미동맹을 보존하고 강화시킬것이며, 동맹의 눈부신 성공을 더해나가는 모든 이들의 헌신은 끊임없는 귀감이 될 것입니다.

The Alliance remains ironclad and will endure well beyond the activities of the present day. The United States of America and I personally will continue to be inspired by the dedication of the men and women who work hard to preserve the Alliance, strengthen it, and build upon its remarkable successes.
